Turkish President Tayyip Erdogan said Western countries are contributing to Russia’s aggression by using “provocative” tactics against the regime on Wednesday.

Erdogan expressed his opposition to European policies during a press conference in Belgrade together with Serbian President Aleksandar Vucic. His comments came when the European Union proposed plans to cap Russian oil imports, something Russian President Vladimir Putin has sworn retaliation against.

Putin said a price cap would be a red line for his country, threatening to stop all imports of natural gas and oil to Europe if it continues.

“We will propose a price limit for Russian gas … We have to cut Russia’s revenues that Putin uses to finance this heinous war in Ukraine,” European Commission President Ursula von der Leyen told reporters.

Turkey has been a thorn in Europe’s side for months regarding the ongoing Russian invasion of Ukraine. Erdogan first expressed his opposition to the accession of Finland and Sweden to NATO.

The threatened price cap for Europe comes in the midst of an energy crisis for the continent. Germany and many other European countries have relied heavily on Russian oil and gas imports, which have been severely curtailed in response to Western sanctions against Russia.
