Speaker can order budget ‘guillotine’ as Lok Sabha lockdown continues | News from India

NEW DELHI: With the logjam In Parliament shows no signs of ending, Lok Sabha speaker Om Birla is set to order at guillotine Thursday, a procedure allowing the budget to be put to a vote without discussionfollowing which the lower house is likely to take charge of the finance bill.
Lok Sabha will take over the allocation bill, which authorizes government spending, on Thursday after clearing grant applications from various ministries, sources said.
When asked about interrupting the session, an official said there had been no discussion so far but did not rule out the possibility after the approval of the finance law as there is no business at home. Finance Minister Nirmala Sitharaman is expected to present the appropriation bill at 6pm on Thursday, but the timing could be revised given the deadlock in the House.
The first sign that the government may choose to “guillotine” budgets came on Tuesday when the Lok Sabha approved J&K’s budget without any discussion.
The Center must ensure the approval of the Lok Sabha budget in this session.
Both Birla and Rajya Sabha chairman Jagdeep Dhankhar had called a meeting of floor leaders on Tuesday, but a truce could not come as the BJP and the Congress-led opposition parties refused to abandon their respective demands.
